I can confirm that I too wasn't able to lower skills with cheats. I tried with a toddler, a teen and a young adult, and also tested with my mods folder out. I tested on an older version of the game that I've not updated and the cheat worked there (game version PC 1.109.185.1030 DX11 and I have all the packs), that was with no mods in my game (new install prior to the Lovestruck updates that has never been modded, game version PC 1.107.151.1020 DX9 ).
I did later add MCCC to my game (i.e. the version on my desktop which is the current game version, i.e. and similar to UI Cheats, it still lets you lower skills (as well as raise them).
